On May 22, 2023, at approximately 2:50 am, deputies working the C-District came across a vehicle stuck in a ditch on NC Hwy 12 near Osprey Way in Frisco, NC. When the tag on that vehicle was run, the tag came back stolen from Virginia Beach, VA.
When the deputies were trying to figure out the owner and information for the truck through the Vehicle Identification Number, drug paraphernalia was seen in plain view. The vehicle was searched and an amount of Marijuana, Marijuana Paraphernalia, Drug Paraphernalia and Methamphetamine were located and seized.
Sterling Thomas Kessel, 42, and Richard Norman Smith II, 41, both of Virginia Beach, VA, were arrested and charged with (M) Possession of Stolen Property, (M) Possession of Marijuana, (M) Possession of Drug Paraphernalia, (M) Possession of Marijuana Paraphernalia, (F) Possession of Methamphetamine and (F) PWISD Methamphetamine.
Kessel was given a $40,000 secured bond and Smith was given a $52,000 secured bond.
