As we head into Labor Day weekend, North Carolina moves into Phase 2.5 of easing of COVID-19 restrictions. In a video message, Dare County Board of Commissioners Chairman Bob Woodard provides an overview of what Phase 2.5 means, reminds the public that we are in the height of hurricane season and to remain prepared, encourages those who have not yet responded to the census to do so by Sept. 30, and wishes everyone a safe and happy Labor Day weekend.
