Manteo deputy town manager and finance director Shannon Twiddy will be retiring March 1 after nearly three decades of service to the town.
Twiddy began her career in 1993 as the Town Clerk and later served as the Town Planner, Assistant Town Manager/Town Planner, Interim Town Manager, Finance Director, and Deputy Town Manager.
In addition to a BS Degree from Kennedy-Western University, Shannon was committed to continuing her education while working for the Town completing many courses, such as Federal Emergency training and governmental accounting, and is a graduate of the Municipal and County Administration Course offered by the University of North Carolina’s Institute of Government.
She held various licenses and certifications, including Certified Coastal Area Management Act (CAMA) Officer, NC Notary Public, Certified Municipal Clerk, NC Government Finance Officer, NC Wastewater License, just to name a few.
Shannon volunteered to help out at Town events but also with community organizations such as the March of Dimes, Outer Banks Relief Foundation, and Outer Banks Sporting Events.

Twiddy strived to enrich the Town of Manteo, helping to meet its needs and those of its residents, visitors, staff, and volunteers alike each and every year. While it is challenging to sum up all the years of Shannon’s service and dedication to the Town, it may be more difficult to capture all the knowledge and history that she has gathered. The Town is thankful for Mrs. Twiddy’s dedication and love of community that she has demonstrated through all her hard work and efforts.
Twiddy’s retirement will come three months after James Ayers left the town manager’s position. Town planner Melissa Dickerson is currently serving as interim town manager.
